First of all Hoover did support fed. government intervention but that is not why volunteerism failed.
And people didn't want to volunteer because they just basically cared about themselves
Hoover also didn't believe in charity work so that never happened

Although many people blamed Hoover for the depression, it wasn't his fault, because he was the President at the time people blamed him. Because everyone acted on their own interest no one volunteered. Too much info huh. :)
