What is meant by absolute time? Why was it not noticed before the development of the special theory of relativity?

OpenStudy (anonymous):

absolute time is the idea that time is independent of motion. It was special theory of relativity that considers "time" as an outcome of "motion" i.e., if there was no motion, there'd be no time.

oh thanks so much that makes a lot of sense
