How was the debate over slavery in the western territories change in the 1780s to the 1820s?

OpenStudy (anonymous):

nothing really changed because the government wasn't stable and mostly white men were over the govement so a black person really didn't have any say so at all and slavery continued from there

It has to have changed because my professor wouldn't have asked for me to write a 7 page paper on it.

it hasn't changed the only things that changed was we would have our own things like restaurants and schools in some states that's western but we would still have to work for the masters we still have to make sure there stuff is well kept the little freedom they had white people would take is away but during the time period nothing really changed tell about the 1900s
