If the pitch of a sound decreases and the sound source is moving, is the sound source moving toward or away from the observer?

if the observer is not moving, and the pitch is decreasing, the frequency of the sound decreases, producing lower tones. for it to decrease, the source has to move away from the observer, because the wave fronts are more distant from each other
