If this is talking about the use of proxies during the Cold War, I'd actually go with (D), the American policy of containment. Examples included the Korean War and the Vietnam War. Technically, the US didn't go directly into war against the Soviet Union in either case, but they did fight against Communist forces -- and anything Communist was seen as a potential ally of the USSR. Both sides sent in military "advisors" to aid the host countries and essentially fight their wars for them.
