any believe the United States Constitution was made to be inefficient, meaning it does not create a system that works in the most effective way. If this is true, why would the Founding Fathers have made the Constitution inefficient?

It is because the founding fathers weren't able to bring all the states under one legislation and belief of unity.

even the most perfect things we design have some imperfections.it is the law of the nature.so even though your constitution was drafted by some very intelligent individuals it is bound to have some imperfection.and the aim should be to identify and eliminate them.but still i don't think one can have the 100% eficient system.
