B they knew they would not be able to invade america with Pearl Harbor still in tact. they needed to eliminate our naval base so that they could go right on by and strike mainland.
I'd probably lean towards (D) myself, to limit the US' ability to mount a strong resistance to Japanese expansion in Asia and the Pacific. The US had begun embargoing things like fuel and other materials that Japan, as an island nation, was dependent on to keep its industries going. Japan was convinced that the US was threatening their survival by doing so, even though it was done in response to their military aggression in China and Southeast Asia. They were certain that the US might intervene when they hit British colonial interests in Asia next, so they decided to strike first in the hopes of demoralizing the US and buying time for their own navy to build its strength.
