How does the Electoral College makes popular vote and electoral votes in electing a president?
OpenStudy (anonymous):
The electoral college exists to vote on behalf of the general populous. We go and vote, and then the electoral college uses our vote to decide theirs. Technically they are supposed to vote the same way the voters do but it is not an official requirement. The candidate who hits 270 electoral college votes wins the election.
