So, first you need to figure out the graph. It is a generic absolute value graph flipped over the y axis, moved three units down, and three units left. This is\[y = |x+3| - 3\]
However, you want the region below the graph, with a dotted line. This is \[y < |x+3| - 3\]

Well, how do I figure out what the equation is first ?
I explained that. It's simple transformations. It is based off of the basic graph \[y = a|x-h|+k\]
so would it be (0,-5)
