I'd go with (D) because that's what the Senators that didn't agree with the Treaty argued. One of the requirements for the League was to defend its members and the Senate leaders that voted it down felt that the US might be obligated to jump into another foreign war. After WW1, a lot of people were tired of war and didn't want to go through the horrors of its battlefields again.
