Other nations intensified their efforts to develop their own atomic weapons. The United States got Allied nations to contribute money to its atomic program. France and Great Britain increased the size of their traditional military forces.

I'd probably go with the second choice -- that other nations intensified their efforts to develop their own atomic weapons, such as the USSR. A number of other nations would also follow suit such as the UK, France, and China.
