It would be C. I think you may have written the problem incorrectly. You said 8x less than or greater to 32. Did you mean less than or equal? An open circle means it is not including the point, a closed circle means it is.

Still, the answer is C. There are no other choices that work. X-4>-10 simplifies to x > -6 which means the drawing will have an open circle around -6 and the shaded part will be in the positive > direction. That alone gives you C as an answer.
