This depends on how you look at it. Of course an individual cant do much, but if you combine those individuals and they become a whole population, they can actually control and give feedback about the state of the economy through the power of education. So if everyone is well-informed about the current health state of the country, they can at least know what to do to prevent the virus for instance, from spreading out. Idk bt this is what I think...><
