If the the perpendicular line is 1,-3 id understand how M= -4 and that changes the perpendicular line to +1/4
ok, so for 1/2, first do reciprocal it will be 2 , right ? now just add a minus sign, ----> -2 so slope of perpendicular lin = -2 got it ?

so, even you try to understand and ask me any doubts if you have. we already got the slope, right? m=-2 didn't you get that part ? now we just use slope and point to get the equation of line.....
m=-2 point is 1,-3 ----> x1 = 1, y1 =-3 so, use the form y-y1 = m (x-x1) to get your equation
