The Zimmermann Telegram was a 1917 diplomatic proposal from the German Empire to Mexico to make war against the United States. On 31 January, Germany resumed "unrestricted" submarine warfare, which caused many civilian deaths, including American passengers on British ships. This caused widespread anti-German sentiment. The Telegram greatly increased this feeling.
