@Lyssa16 is right. It would create some controversy. Saying '' Tattooing has no limits " in an opinion paper about tolerance could set off a lot of different opinions. It depends on the person who reads it as well. The effect is different on everyone. ( depends on religious beliefs, how they were raised, what their views on things are and etc.) Hope that helped:)
