I'd go with the second option -- preventing terrorist attacks on US territory. After 9/11, a lot of things had changed from airport security to how the military would fight insurgencies and terrorism around the world. New laws would also be passed under GWB's administration such as the Patriot Act dramatically expanding the ability for intelligence agencies to gather information on potential terrorists as well as creating a degree of controversy that continues to be debated today.
