They should make a section where people can freely discuss Anime (not animations) (I mean like Japanese Anime)

Deidara, there is only one problem with that. OpenStudy is a site for learning. It's not a social network. Though - in the spirit of Hermes and Owlfred, we hold the belief that social interaction while learning is the best teacher. 

Unless there can be an educational gain from the anime section other than increasing your knowledge of Japanese cartoons, then I don't see a reason to implement one. If you want an anime forum, go create one yourself. Heck - there are tons of anime forms out there. Just go sign up for one.
