atoms make up cells, group of cells which make up tissues, group of tissue which make ur organs, which make up the nervous system. so yes. atoms are the smallest.
if you look at the cell, the cell membrane has proteins which is just a bunch of atoms in a shape. and hence they can go inside and out of the cell. What does that imply? that they are smaller than cells. Similarly, there are proteins that can unwind DNA inside the nucleus to replicate it. Again, suggesting that these proteins (which is simply a bunch of atoms interconnected together in some structure) are smaller than the cell, and small enuff that they can enter the nucleus pores and into the nucleus INSIDE the cell. again, hint it's smaller.
