WHY IS MATTER DIFFERENT FROM MASS?

Matter is any substance made of particles with mass. Mass is a property of matter equal to the ratio of the external force applied to the matter to the acceleration imparted by that force. Mass also is proportional to the total energy content of the matter at rest. Mass and energy are both (related) properties, while matter is a substance. The distinction between properties (like mass, energy, color, momentum) and substances (particles, puppies, blue berry jam) is the subject of much confusion, it seems.
