I would say C. Sioux. Black Elk was instructed (by his vision in his vision) to grow a tree inside the hoop. Also the horse he encountered said "They have given you the sacred stick and your nation's hoop." When Black Elk was nine he went through those visions where he saw himself being given great power to heal and to destroy and to lead his people. In his vision, Black Elk was told to plant a stick in the hoop and let it grow into a tree. So the hoop more than likely means the Sioux because he wanted to help them grow (which is what the tree symbolizes).
