You actually might get a better range of responses if you posted this in the English or the Writing groups. This question has more to do with "how" you are phrasing your answer than history, but I can help tip you in a positive direction.

With the petition question, it's a matter of saying something that sounds good to everyone than in singling anyone out. For example, I definitely wouldn't go with the first answer -- We would like the city to pay for something that a group of city kids values rather than something older people value. That's just not going to win any fans.

It just sounds greedy, for one, and uses agism as an argument. It's a terrible way to ask help from the city. With that in mind, read over the other answers and see how they sound to you.
