You can reduce the use of it. And you can also find something to replace what you are using. Oil is just one resource we can use for power. Everything from coal to wind to even water in hydroelectric dams can provide power and in our cars already methods of alternative energy are being produced. Hybrids are powered by oil and electricity which makes it reduction. And hydrogen water cars completely eliminate the need for oil in a car as gas.

Now think of it on the reverse side. 2 factors that can change the speed of it in a negative way. Create things that use more of the item we are trying to conserve and also not restrict the use of the oil.

Instead of creating cars that reduce the use of fuel. We create powerfully engined cars that drain gas and by extension oil even faster. And we also don't restrict the use at all by not worrying about putting research into other alternative fuels and just focus on production of oil and the gathering of it.
