well this is not a quadratic for starters, it is a conic and it is a circle to be precise

Ok, I see that now. But I am still not quite sure exactly how changing B would effect the graph. How would the circle transform?

It would move the center of the circle. I am taking a big guess. You would need to complete the square to determine the center of the circle and its radius.
