yes, because many actions have been initiated and we (including the Soviets) have much, much less nuclear arms than we had in the 1960s. With the SALT treaty during Nixons presidency and SALTII in Carter's presidency, we have curtailed the amount of nukes in our arsenals. Hope that helps.
