Solving your equation, 4x+20y=15, for 'y' will put the equation into slope-intercept form. Once you have the slope you can use the property that all lines perpendicular will have the negative inverse slope. You can then use your new slope and the points given, (-1,20), to solve your new intercept. After you have done this you are now able to write an equation that satisfies your question.
