oh no that's not normal everyone knows that everybody hits puberty at the same age of 6, you should seek help or maybe get a sex change or something

Neither of these people have given you entirely proper answers. Honestly, this is something you should see a doctor about, as primeralph said, since most young men reach at least the beginnings of puberty by this age (and even masturbation beforehand). It may be that you have a hormone imbalance, or it may just be that your are late in development. In any case, it's a simple question to bring up at your next doctor's appointment. 

And, for the future, I don't think this is the right forum for these types of questions.
