Bluntly speaking, we now have ADHD as a mental disorder, and those kids are labeled as "degenerates". And there are quite a few more Autistic kids, and kids with Down Syndrome than before- and the society sees them as the people who cannot function above the position of the human who sorts out your mail ( all the ads you get in the mail box? yeah)
