There were two parts. Presidential reconstruction and Congressional Reconstruction. Lincoln wanted to quickly admit the Confed back into the Union with a simple procedure. Part of it was that he just wanted 10% of the Confed to be loyal so that they can quickly rejoin the Union. After his assassination, Congress put much more strict policies on the Confed.
