It's definitely Churchill. The two exchanged letters early on when war broke out in Europe as Roosevelt sought ways to help the British without upsetting the isolationists at home. When the US finally joined the war, Roosevelt also became friendly towards Stalin -- sometimes in ways detrimental to Churchill (which frustrated the British leader who didn't trust Stalin as much as Roosevelt seemed to).
