Cuba is located in the Pacific Ocean and mid-range communist missiles could hit targets in California from there. D. Cuba is located between the Pacific Ocean and the Gulf of Mexico and mid-range communist missiles could reach California from there.

This question is trying to test your sense of geography. The other answers just don't make sense because Cuba isn't located in either the Red Sea or the Pacific Ocean -- that's just bizarre. Cuba's located in the Gulf of Mexico. So the only answer that fits the criteria is (B).
