That's the right answer, I agree with (D). NAFTA increased trade between us and Mexico, true, but it didn't reduce outsourcing. A lot of manufacturers, such as car makers, outsourced pieces of their businesses to the free trade zone along Mexico's border. If anything, NAFTA encouraged outsourcing as companies pursued cheap labor just across the border.
