What is the reason for the blood getting not clotted.

I mean why some times bleeding occurs continuously.

There are coagulation factors in the blood plasma. In short words they transform fibrinogen into fibrin polymer. Platelets get stuck in this polymer structure and this will be the crust. When somewhere in this process one of the coagulation factores cannot do their job, the blood won't clot and the wound will keep bleeding.

And blood clotting is a very complex process

Hemophilia (X-linked recessive disease) can play a factor too. Also certain animal bites (like vampire bats) have saliva that contain substances that prevent coagulation.
