Genetic engineering is the manipulation of genes. So, I'd say (b) editing a DNA sequence because the question is about what methods are involved in MANIPULATING DNA and not the steps involved in genetic engineering.

it doesn't have to be steps. you can't manipulate without reading and you can't manipulate without reinserting either. recombinant dna is the hallmark of genetic engineering

I agree @nincompoop .. But I think even if it would be more complicated, it would more or less be summed up in those three options. But you know @nincompoop .. what's bugging me is that part which says "manipulation of the DNA".. that's why I think that it's a targeted question which implies that you should overlook the other options and focus on just how to manipulate the DNA sequence itself. :s
