The development of an atomic bomb by the Soviets in 1949 did all of the following except pave the way for an nuclear arms race between the U.S. and Soviet Union increased psychological tensions in the U.S. and Soviet Union led to the authorization of the development of a hydrogen bomb in the U.S. led to a treaty that limited the number of nuclear weapons in the U.S. and Soviet Union. I think it's the last one. Any help please?
