I think this has to do with taste for the tea. Some people descrive acidic tastes as sour and a bitter tastes as basic. Thus if you take tea to be slightly bitter, we have that it is more basic.
On the other hand, bleach can be acidic and basic depending on the composition. My best guess for the one under your sink is that it is basic.

things like lemon are acidic. black licquorish (if i even spelled that right) is considered a "basic" taste.

when I hear bleach, i think ammonia, and ammonia is pretty basic, but not as basic as hydroxide. Something like sodium hydroxide is very very basic.
