Percent means per 100. If you divide it all by 2, you get 100 and 82. Also, if you have two numbers, any two numbers, you can use division to find the percentage as a decimal. To find out what percentage of b, a is: \(\frac{a}{b}\) So if we take 164/200 you get .82. The decimal .82 as a percentage is 82%.

And another example just to show it works for numbers that are not related to 100. What percentage of 64 is 32? 32/64=.5 or 50%.
