To have an ideal structure, should the formal charge be zero on the central atom, or do all the atoms in a molecule have to have a 0 formal charge?

OpenStudy (chmvijay):

nooo to have ideal structure the charge on those atoms or molecules should be compensated by other atoms of different opposite charges.. I mean charge should be balanced of entire molecule to zero :)
