Iam doing a project for English on kids having the power to say no to drugs and alcohol. I have to create and explain one way that i plan to use an appeal to ethos in my project. Should I use statistics and facts to write this or should i use a story about my topic?

You should use statistical facts; such as a survey and stats online. Consider as if it is a persuasive essay/research report combined.
You might want to quote a few doctors or famous authors that have weighed in on the subject as well.

I would use statistics to truly get your point across. Stories are great and all but if it is not very interesting you could lose the attention of you audience quickly. Good luck and make it interesting. HUGS NO DRUGS♥
