A) State governments refused to provide relief to struggling farmers. B) Leaders agreed that a stronger national government was needed. C) Leaders proposed the idea of strengthening state governments. D) State governments rejected the republican form of government.

Well. Think about it... Shays Rebellion=a bunch of badass angry farmers trying to go kick some butt. But also, the whole goal of it was to reform state governments.
