The median is the middle number. So if you list out all the numbers: 
6, 12, 13, 14, 17, 20, 23, 24, 24, 27, 28, 28, 28, 30, 37, 38. Which of these is the middle number? Remember if the total amount of numbers is even like this set of numbers then choose the TWO middle numbers.

Okay in total there are 36 possible outcomes of rolling a dice twice for the sum of different numbers and there are 2 possible outcomes to get the sum of 3. So your fraction would be 2/36 or simplified 1/18.
