a function is periodic if \(f(x) = f(x + np)\) for \(n = 0, 1, 2, ...\) and \(p)\ is the period. Can we tell from this graph is the function repeats?

Well, basically, that means that the function can be split up into pieces which are a fixed length (the period), and each of those pieces repeats, one after another. So, the sin function is periodic with period 2 pi because if you go 2 pi units along the x-axis, you get another exactly identical copy of what you had 2 pi units to the left.
with the function here, it looks like it might be periodic — if the graph shows 1 entire period, you could imagine that another copy of it appears just to the left and just to the right. but we don't know that is the case, so we can't say that it is periodic.
