I'm probably leaning towards the last answer -- that it's an independent agency responsible for gathering intel on foreign nations. The wording of this question is tricky -- the CIA isn't independent in that it answers to no one. But it's an independent agency in regards to not being part of the Cabinet like the Department of Defense is.

Instead, the CIA reports to the Director of National Intelligence who, in turn, reports directly to the President and Homeland Security among others.
