What they are asking is which of the last four could be between these two: -4x - 10 > 18 - 2x -2x > 28

The only time > or < changes direction s if you multiply or divide through with a negative. So, it does not look like any division has happned. That would let you eliminate anything that would change the > to a <. That leaves you with two possible answers, of which only one could be true.
