It's a circle of radius 3 centered on (3,-2).  That's what the form is all about - making this an eyeball problem.

However you would like.  Go find some round kitchen implements that are the right size.  Compass?  Freehand?  Give it a go!

Since the radius is 3 we can go  North south, east and west to form points on the circle correct?

You can freehand plot at least four points.

From the center, (3,-2), and the radius, 3, you have these:

(6,-2)
(0,-2)
(3,1)
(3,-5)
