Which answer explains how Great Britain and France reacted to the Emancipation Proclamation? They offered their support to the Confederacy States of America. They no longer would support a country which enslaved people. They were against the Emancipation Proclamation, but did not take action. They sent the Union supplies and money for the war against the Confederacy.

We may rule out "A" and "D", because when the Confenderacy attempted to trade their cotton, those two nations didn't have any desire to do business. However, this could be because they developed their own cotton businesses so the demand was no longer strong. I'd go with "C".
