The friar says that Romeo is lucky to be merely banished instead of dead. He also said that Romeo was lucky the prince was feeling generous. Finally, the friar says Romeo is luck because at the very least, he can still see Juliet.

I can't find the answer to the other one, but if I'm not mistaken, Juliet is not very optimistic about their situation while Romeo is.

Hahaha, well, I think Sparknotes would do a better job of that. But Romeo and Juliet are pretty much the biggest cliche ever written: Boy falls in love with girl, but it is a forbidden relationship. Boy and girl get married anyway. Girl tries to run away with boy but complications arise and they both end up dead.
