The only way I know of that will let you do any of those things is an app for Android that lets you create Android apps. It takes a bit of learning, and it only allows for certain types of apps, but it may suit your needs. You will need Tasker, and a Tasker add on called Tasker App Factory. Search for them in Google Play. Hope this helps.

For iOS apps, you need an iOS device/emulator (virtualbox is a good emulator) with xcode installed. For android, you need the Eclipse IDE for android.

You need to learn Obj-C (objective C) to write native iOS applications.

Yep. @poopsiedoodle's right about the IDEs. And regarding the languages, iOS uses Objective C to write native applications. Android uses Java (not to be confused with JavaScript). That saying, Phonegap can be used to use the web languages (like HTML, CSS, JavaScript) to program apps for many platforms, including iOS and Android.

Android programming is nothing but basic HTML and java. Download android IDE for java developer.

Unless I'm understanding the question wrong, the OP wants a way to develop ON the device (meaning using the device to develop the app). This is why I recommended Tasker, which is the only way I know of to do that.

For Android apps you dont need to be an expert in Java language. you can opt to use MIT appinvetor it is easy.
