One cut is needed to cut the board into two pieces. Assuming the other board is the same width as the first, two cuts are needed to make three pieces. Therefore the time will be doubled.

People find it hard because the question is not well defined. The shape/size of the pieces or the board are not specified.

As @kropot72 said above if there is no way to cut the board into 3 pieces straight away (like cutting paper with scissors) it would take 20 minutes to divide it into 4 pieces and take the 3 needed
But again if you cut the board in half, it is not defined if it takes you less time to cut half of the board into halves. (which would make sense as there is less of the board to cut) As I said, stupid question.
question: if you use scissors to cut a paper into 2 pieces (same size) and it takes you 1minute to do that. so how long does it take if you have to cut that paper into 3 pieces?
