A copper pipe,is it considered to be loop? Since current can flow through it? Why can't current flow in a open circuit or just a simple linear wire?

|dw:1370134496043:dw| Current flows here, anda copper pipe is similar to a loop I guess. But why can't current flow in a normal non "closed" end conductor. There is a path, but the path is not "closed" I guess...
